There used to be an awesome website back in the late 90s/early 2000s called copcruisers.net but it went offline... the most similarly-comprehensive site I've found since is http://www.policecarwebsite.net/ . They're photos -- not wallpapers per se -- and quality/resolution is extremely variable, and there's no search function so it might take some digging, but you may find something you like!
