The ability to hire, train and manage public-safety answering point and dispatch personnel could be used in conjunction with other statistical and financial features. Examples include public perception based on the sensitivity and training of PSAP staff, speed with which resources are dispatched and issues with having calls answered based on the volume of calls, funding for taking fire and medical calls while increasing call volume and requiring additional training and the cost of communications equipment.
